SEC v35.0 implemented to support the DCC SMETS1 service

26 February 2021

SEC version 35.0 comes into effect on Sunday 28 February 2021 to implement a designation made by the Department for Business, Energy and Industrial Strategy (BEIS).

This includes regulatory amendments to enable the migration of currently blocked Smart Metering Equipment Technical Specifications 1 (SMETS1) Installations, allowing energy Suppliers to restore smart metering services to consumers.

This designation also includes changes in support of SMETS1 Final Operating Capability (FOC) go-live. At this time, the conditions set by the SEC Panel in their meeting of 12 February 2021 had not been met to allow Eligible Product Combination List (EPCL) decisions to be made. Therefore, the Device Model Combinations (DMCs) will not be approved by Government for inclusion in this Designation. However, Government did not consider this to be a good reason to delay the (re) direction of the documents on 28 February 2021, for future use.

The BEIS designation letter and accompanying annexes, including the redlining can be found here.
