28 October 2019

On 2 August 2019, the Department for Business, Energy and Industrial Strategy (BEIS) published a Consultation proposing the addition of proportional load control functionality to the Smart Metering System.

Consultation response

The Government response, published today (28 October 2019), sets out the Government’s intention to proceed with the further development of the Technical Specifications associated the proposed changes, and to trigger a full impact assessment of the DCC System changes.

Further consultation on GBCS and CHTS changes

The Government is also consulting today on GB Companion Specification (GBCS) and Communications Hub Technical Specification (CHTS) changes which are contained in the consultation document below (embedded in Annex B: Change Resolution Proposal 612). Annex A contains the updated Smart Metering Equipment Technical Specification (SMETS) 2. The Government will make its final decision on the addition of proportional load control functionality after it has received responses to the GBCS and CHTS consultation, and a complete DCC System change impact assessment. Subject to consultation responses and timely receipt of the DCC full impact assessment, the Government aims to do this by the end of 2019.
