On 19 May 2023, the Department for Energy Security and Net Zero (DESNZ) issued a consultation inviting responses from Smart Metering Implementation Programme (SMIP) stakeholders on a proposed Baseline Margin Project Performance Adjustment (BMPPA) Scheme under Schedule 1 of Condition 38 of the DCC Licence for the DCCs implementation of the 4G Communications Hubs & Networks Programme.
The aim of the Scheme is to incentivise the DCC with regards to the quality of its stakeholder engagement and the timeliness and quality of the 4G service, through determining how much margin it may retain with reference to such criteria. The consultation provides more detail on the draft BMPPA scheme, annexes and how to respond.
