SEC version 96.0 came into effect today (7 November 2024) to implement the November 2024 SEC Release and a DCC Designation.
This Release contained DCC System impacting changes arising from a SEC Modification Proposal, alongside an uplift to SEC Appendix AK ‘SEC Variation Testing Approach Document for SMETS1 Services’ as a result of the DCC Designation.
The following modifications were in scope of the November 2024 SEC Release:
- SECMP0028 ‘Prioritising System Messages’
- MP230 ‘Review the SLA for delivery and completion for SMETS1 firmware’
- MP248 ‘Requirements for DCC Gateway Connection’
- MP253 ‘Traffic Management for Price Cap Update Events – User Actions Required’
- MP263 ‘Improving transparency of DCC indicative costs’
- MP270 ‘Enabling DCC to provide SMDA Test House services’
- MP272 ‘SMKI Document Set Changes 2024’
The following sections were affected because of the November 2024 SEC Release:

DCC Designation – SEC Appendix AK – SEC Variation Testing Approach Document for SMETS1 Services (SMETS1 SVTAD)
In September 2024, DCC consulted on a number of SMETS1 topics. The consultation period ran from 10 September 2024 to 8 October 2024. DCC submitted a conclusions report to the Department, which summarises the topics and formalises the DCC’s recommendations on FOC (BG) decommissioning, and treatment of the residual L&G meters not in the FOC (BG) or FOC (NP) cohorts on 10 October 2024.
The DCC provided details of these changes to the Department, and they confirmed that they would not be directing DCC not to make the changes proposed to these documents (included in the DCC September 2024 SMETS1 consultation).
DCC is therefore issuing this notice to modify the SMETS1 SVTAD as of 7 November 2024.
Words and expressions used in this direction shall be interpreted in accordance with Section A (Definitions and Interpretation) of the SEC. Pursuant to Clause 4.2 of Appendix AK of the SEC (the SEC Variation Testing Approach Document for SMETS1 Services), DCC directs that, with effect from 7 November 2024, the SEC Variation Testing Approach Document and Migration Testing Approach Document for SMETS1 Services is hereby modified in the form set out in the Appendix of this direction. For the avoidance of doubt such modification of the SEC Variation Testing Approach Document Migration Testing Approach Document for SMETS1 Services shall be without prejudice to anything done under the DCC Licence or the SEC on or after this first being established, or to the continuing effectiveness of anything done under this document prior to its modification (which shall have effect as if done under the modified document).
