On 24 September 2025, the SECCo Board established a not-for-profit wholly owned subsidiary company for the sole purpose of seeking to become the holder of the new Smart Meter Communication Licence (DCC2).

The Board’s decision to establish the subsidiary company followed extensive engagement with industry stakeholders and two formal consultations: one led by the Department of Energy Security and Net Zero (DESNZ) in December 2024 and SECCo’s own consultation in April 2025. Feedback from both processes, along with further discussions with SEC Parties, informed the SECCo Board’s decision-making.

To ensure that the subsidiary company is properly governed and supported, the SECCo Board has:

  • Established a Board Advisory Forum with participants from across industry
  • Appointed Colin Sempill as a Programme Director (link to this announcement here) and Paul White as a Bid Director
  • Appointed Capgemini UK plc and Baringa Partners LLP to support the subsidiary company

On 01 July 2025, SECCo’s Board formally wrote to DESNZ to request that they raise no objection to SECCo establishing the subsidiary. On 16 July 2025, DESNZ confirmed to the Chair of the SECCo Board that they had no objection to a SECCo SPV proceeding and participating in Ofgem’s open competitive tender process for the award of the DCC2 Licence.
