SECCo’s Special Purpose Vehicle (SPV) for the New Smart Meter Communication Licence – Update

On 01 July 2025, SECCo’s Board formally wrote to the Department of Energy Security and Net Zero (DESNZ) to request that they do not object to SECCo Ltd establishing a SPV for the sole purpose of seeking to become the holder of the second DCC Licence. On 16 July 2025, DESNZ wrote to the Chair of the SECCo Board to notify that they have no objection to SECCo proceeding with establishing a SPV to participate in the Ofgem procurement process for the award of the DCC2 Licence.

SECCo Board’s decision to write to the DESNZ followed from two consultations with SEC Parties: one from DESNZ (footnote 1) in December 2024 and SECCo’s own consultation (footnote 2) in March 2025, and SECCo’s extensive engagement with the industry to support the SEC Panel and SECCo Board in their decision-making process.
