SEC v116.0 came into effect today, 1 July 2025, to implement MP292 ‘DSP DBT Finance Facility’.
This follows Ofgem’s response to the Change Board outcome at the Change Board Meeting 103. The Change Board recommended the Modification be approved under Authority Determination, changing the governance route from Self-Governance.
In Ofgem’s response, the Authority determined that this route change was not a valid request, as it did not follow the requirements set out in SEC Section D4 ‘Authority Determinations’.
Given this, Ofgem considered the modification approved as Self-Governance and the Modification was implemented today, as an ad hoc SEC Release.
The following sections were affected by the MP292 ad hoc SEC Release:

- SEC Section J ‘Payment of Charges’
- SEC Section K ‘Charging Methodology’
- SEC Section M ‘General’

- Gas Network Parties
