What is the issue?
This modification has arisen from the SEC Section D Review. It proposes to amend the end-to-end SEC Modifications Process to introduce a formal ‘pre-modification process’ and enhance the role of the Change Board in developing and assessing modifications.
What is the solution?
This modification introduces the new 'Development Stage' to the modifications process, overseen by a new 'Change Sub-Committee'. It also places responsibility on the Change Board for approving DCC Impact Assessment costs.
