SECCo has published its final Business Plan and Budget for 2026–2029, setting out how the organisation will continue to deliver high-quality, cost-effective services while supporting the evolution of the Smart Energy Code (SEC) and the wider smart metering ecosystem.

The plan outlines SECCo’s priorities for the coming years, including strengthening code management capabilities, enhancing performance assurance and governance arrangements, and investing in digital and data capability to improve operational insight and customer experience.

The proposed 2026–27 budget of £17.85m remains in line with the 2025–26 budget, demonstrating that increased activity and complexity can be accommodated without material budget growth. Through strengthened procurement, improved supplier management and a more efficient operating model, SECCo has identified £14m of avoided spend over the next three years, allowing reinvestment in priority capabilities while maintaining a stable funding profile.

The Business Plan reflects feedback received during the consultation period from SEC Parties and stakeholders, alongside input from the SEC Panel and Sub-Committees. It also builds on the progress made in embedding SECCo’s Target Operating Model and strengthening governance, assurance and commercial oversight.

Key priorities over the plan period include:

  • embedding SECCo’s Target Operating Model and strengthening in-house capability;
  • improving service delivery, assurance and operational performance across the SEC;
  • developing Code Manager capabilities to support future governance arrangements;
  • working with DCC to continue to improve customer experience for SEC Parties; and
  • delivering strong value for money through disciplined cost control and transparent financial management.

The Business Plan and Budget provides a transparent view of SECCo’s planned activities, financial projections and investment priorities for the coming years.
