On 20 July 2021, an updated version of the SEC came into effect to implement a designation made by the Department for Business, Energy and Industrial Strategy (BEIS). This is in support of the Data Communications Company (DCC) Smart Metering Equipment Technical Specifications (SMETS) 1 service.
Summary of changes
SMETS1 Transition and Migration Approach Document (TMAD)
The amendments to the TMAD are to support the migration of “split supply”, where there are different Responsible Suppliers for gas and electricity meters at the same site, and to enable profile data on the Communications Hub to be provided to Users.
SMETS1 Supporting Requirements (S1SR)
The amendments to the S1SR are to make provision for device-specific behaviours in relation to Final Operating Capability (FOC) migrations.
DCC User Interface Specification (DUIS)
The amendments to the DUIS are to allow firmware upgrades on SMETS1 Prepayment Meter Interface Devices (PPMIDs) for FOC Device Model Combinations (DMCs).
Emergency Central Products List (CPL) Entries
The amendments to the CPL Requirements Document are to enable firmware upgrades on SMETS1 Devices where a security vulnerability has been discovered, without causing the Devices to be removed from the Eligible Products Combination List (EPCL). This includes consequential changes to SEC Section ‘Definitions and Interpretation’ and Section H ‘DCC Services’.
