Ofgem has awarded the next Smart Meter Communication Licence (SMCL) to DCC2 Ltd, a wholly owned subsidiary of SECCo Ltd, following a competitive tender process.
DCC2 Ltd will support the transition to a not-for-profit, purpose-led model for the Data Communications Company (DCC). The new Licence framework is designed to strengthen independent governance, improve cost transparency, and support long-term value for consumers across Great Britain.
The award does not change the current operation of the national smart meter communications network. DCC will continue to operate the secure digital infrastructure that underpins Britain’s smart metering system, maintaining continuity for customers, service users and consumers.
Since Ofgem’s selection announcement, DCC2 Ltd and Smart DCC have been working together to support a smooth and well-managed handover. This includes developing joint transition plans, establishing ways of working, and preparing for the planned transfer of responsibilities in November 2026.
DCC2 will continue to work closely with Ofgem, DESNZ, DCC, SEC Parties and wider industry stakeholders throughout the transition. The priority is to ensure that the move to the new arrangements is orderly, transparent and ensuring that secure, reliable and high-quality services continue.

The formal licence award marks the next step in the implementation of Ofgem’s DCC Review reforms. SECCo and DCC2 will be providing more updates as our transition planning progresses.
