Means, in respect of a month, Maintenance of the DCC Systems that was not planned prior to the start of that month and which disrupts, will disrupt, or poses a Material Risk of disruption to, provision of the Services (and, where it disrupts, will disrupt, or poses a Material Risk of disruption to, the provision of the Services in relation to Devices associated with Communications Hubs, at least 100,000 Communications Hubs are affected).
