Means a plan by the DCC to undertake works to improve SMETS2+ SM WAN connectivity for a cohort of Communications Hubs installed within a particular geographic area (in either the south Region or the central Region), where the DCC has obtained reasonable evidence to justify that the works are required in order to improve SM WAN connectivity.
