In respect of each Communications Hub Finance Facility, the person to whom the Data Communications Company accepts payment obligations under the Direct Agreement relating to that facility, and which has (from time to time) been notified by the Data Communications Company to the Authority and the Panel as meeting the requirements of this definition.
