The DCC has released the Elective Communication Service (ECS) Notice of Provision v1.0, in accordance with SEC Section H7 requirements. This marks a key milestone in the delivery of an ECS under a Bilateral Agreement with a SEC Party.
What’s Included in the ECS?
Service Overview:
A SEC Party that is also a DCC User has entered into a Bilateral Agreement with DCC that allows this DCC User to request a local Unique Transactional Reference Number (UTRN) generation. This functionality is restricted to the SMETS1 MOC (Secure) Cohort only.
Service Duration:
This is an ongoing service (no agreed end date at this time) that is provided on exception when DCC Total Systems are temporarily unavailable to generate UTRNs. The ECS commencement date was 18 March 2025.
Target Response Time (TRT):
The ECS is designed to provide the User with access to a service aligned to SEC defined TRT when the DCC Total Systems are temporarily unavailable.
