On 14 October 2025, DESNZ laid an instrument before Parliament, accompanied by an Explanatory Memorandum. These documents set out proposed Licence and main-body SEC changes, expected to take effect in December 2025.

This follows the conclusion of DESNZ’s consultation, issued on 29 February 2024, regarding arrangements for 4G Communications Hub-only exchange site visits and proposals on the DCC charging mechanism and associated legal changes.

DESNZ published its response and legal drafting on 8 August 2025.
