SEC Version 93.0 came into effect today on 24 October 2024.
Between 26 February 2024 and 8 April 2024, DESNZ consulted on proposed changes to the SEC in support of continuity of the CPA Scheme. This encompasses arrangements for assuring that certain smart metering devices meet the required cyber security standard. The proposals enable the transfer of overall responsibility to deliver, maintain, and operate the CPA Scheme from the current owner and operator National Cyber Security Centre (NCSC) to the SEC Panel’s Security Sub-Committee (SSC).
In May 2024, DESNZ issued its response to the February consultation. The response (and the associated legal drafting) can be found here. As part of this, to support an effective transition to the new arrangements, DESNZ consulted on the initial draft CPA Transition Approach Document (CPA TAD) that would undo most of the CPA-related changes until the transition to the new arrangements is ready to begin. In October 2024, DESNZ consulted on updating the CPA TAD to provide additional flexibility to the SSC in which organisations could be appointed as Scheme Operator.
In May 2024, the proposed CPA-related changes were laid in Parliament. These have now completed their passage through Parliament and will come into effect today. The updated CPA TAD, to which the CPA-related changes also give effect, is also being designated today.
