Today, 12 May 2025, the Department for Energy Security and Net Zero (DESNZ) is publishing the response to its consultation on the Department’s minded-to position for Project Activity 1 (Customer Engagement over the period 1 August 2023 to 31 March 2024) of the Baseline Margin Project Performance Adjustment (BMPPA) Scheme for the 4G Communications Hubs & Network programme, published on 13 November 2024 following the submission and review of evidence and recommendations from the DCC and the SEC Panel. This is the Government’s final decision for Project Activity 1 of the BMPPA scheme.
In its response document the Department is also today confirming that it has determined that the LSC Volume Manufacture Decision Criteria were satisfied on the target date of 7 April 2025, meaning that the Project Activity Performance Factor for Project Activity 3 is equal to zero and the DCC will be allowed to retain 100% of the baseline margin at risk under this project activity.
