Department for Energy Security and Net Zero: Smart Metering Implementation Programme response to consultation on a DCC Baseline Margin Project Performance Adjustment Scheme for the Future Service Management programme

The Department for Energy Security and Net Zero is today, 28 November 2025, publishing its response to the consultation published on 21 August 2025 proposing a Baseline Margin Project Performance Adjustment (BMPPA) Scheme for the Data Communication Company’s (DCC) implementation of the Future Service Management (FSM) programme.

Following the submission and review of responses from the DCC, SEC Panel and SEC Parties the Government is now making the Scheme. Government’s response to the consultation comments can be found in Annex 1 of this publication, finalising and concluding the consultation process.
