Department for Energy Security and Net Zero: Smart Metering Implementation Programme response to consultation on a DCC Baseline Margin Project Performance Adjustment Scheme for ensuring continuity in the provision of the Smart Metering Key Infrastructure Service

The Department for Energy Security and Net Zero is today, 13 February 2026, publishing its response to the consultation published 17 November 2025 proposing a Baseline Margin Project Performance Adjustment (BMPPA) Scheme ensuring the Data Communication Company’s (DCC) continuity in the provision of the Smart Metering Key Infrastructure Service.

Following the submission and review of responses from the DCC and SEC Panel the Department is now making the Scheme. Department’s response to the consultation comments can be found in Annex 1 of this publication, finalising and concluding the consultation process.
