Today, 21 August 2025, The Government invites responses from stakeholders to a consultation on a proposed Baseline Margin Project Performance Adjustment (BMPPA) Scheme under Schedule 1 of Condition 38 of the DCC Licence for the DCC’s implementation of the Future Service Management (FSM) programme. The aim of the Scheme is to incentivise the DCC with regards to the timeliness and quality of the FSM service, through determining how much margin it may retain with reference to such criteria.
