Department for Energy Security and Net Zero: Conclusions response on minded to position for Project Activity 2 (Customer Engagement) of the DCC Baseline Margin Project Performance Adjustment Scheme for the 4G Communications Hubs and Networks Programme

Today, 3 July 2026, the Department is publishing its response to the consultation on the Department’s minded-to position regarding Project Activity 2 (Customer Engagement for the period 1 April 2024 to 31 March 2025) under the Baseline Margin Project Performance Adjustment (BMPPA) Scheme for the 4G Communications Hubs & Network Programme. The consultation was published on 30 April 2026 following the submission and assessment of evidence and recommendations provided by the DCC and the SEC Panel. This document sets out the Government’s final decision in respect of Project Activity 2 of the BMPPA Scheme.
