On 8 December 2022, the Department for Business, Energy and Industrial Strategy (BEIS) issued a consultation on proposed changes to the Ofgem Supply & DCC Licence Conditions as well as individual SEC Sections.
The consultation covers a number of topics including:
- Security and Smart Metering Key Infrastructure (SMKI)
- Enduring Change of Supplier (ECoS) arrangements
- Options for assuring proposed DCC procurements in the future
- Completion of Implementation (CoI)
- Network Evolution Transition and Migration Approach (NETMAD)

Comments on these proposals should be submitted by 5pm on 26 January 2023 to: smartmetering@beis.gov.uk
