Ofgem are proposing changes to the model set out in Annex 5 to Standard Licence Condition (SLC) 28AD of the electricity and gas supply licences to add new input rows for Pre-Payment Meter (PPM) non-pass-through Smart Metering Net Cost Change (SMNCC) and clarify the source of SMETS2 meter volumes used to determine the communications hubs fixed charge element of DCC charges.
