Development of SEC Sections

To aid SEC Parties in understanding how the SEC is developing overtime, in between the designation of new versions of the SEC, we have put together Development Versions of each SEC Section. 

These show live content alongside any content that has been concluded on by BEIS but not yet designated by the Secretary of State (SoS) and text that is still undergoing consultation and has not yet been concluded on. Also provided is a history of how each Section has evolved overtime, with relevant links to consultation and decision documentation.

Please note, these documents are provided for reference only as the content in these Development Versions may differ from what is formally designated by SoS.


Development of SEC Documents

Alongside the development versions of the SEC, we are also providing a single reference for information on the different SEC Documents and SEC Documents that have been or are being developed.


This takes the form of a Tracker Spreadsheet that provides details on each document. Included in the spreadsheet is:

  • The document name;
  • A brief description of each document, if available;
  • The relevant SEC reference; 
  • A link to where to find the latest iteration of the document, if available; 
  • Information on the expected enduring governance; and
  • which versions of draft documents form the technical/procedural requirements to support the Testing Objectives (the SIT Objective, the IT Objective and the SRT Objective) described in Sections T2.3(b), T3.3(b) and T5.3(b) of the SEC

To aid navigation, we have split out each type of document into its own table. This includes:

  • SEC Documents; 
  • SEC Documents (named in the SEC but will not be a SEC Document); 
  • DCC documents; and
  • Other Documents relevant to the SMIP e.g. SMETS1. 

The Tracker Spreadsheet is available to download below. It will be continually reviewed and updated, as and when more information becomes available.
 

 BEIS has issued an open letter for information on its planned approach to a staged implementation of the remainder of the SEC to support the revised DCC Plan. This letter on SEC arrangements can be found here

 
 

Baselined SEC Documents for DCC Release 1

Provided below is a table of the draft SEC Documents, that were baselined under the SMIP Transitional Governance arrangements of TBDG, and were the versions targeted at DCC Release 1 (DCC Live). These documents have since been designated as part of SEC 5.0 and can be found on the SEC and Guidance Document area of the SEC Website. They are still provided below for reference purposes only.

These specifications are still subject to change through the standard Issues Management Process.Stakeholders can ascertain the latest changes to the specifications prior to designation via the Issues Management Process available on the Tech Spec Feedback area on Huddle. Stakeholders who do not already have access to this should email smartmetering@beis.gov.uk.

Once the specifications are designated they will be found on the SEC and Guidance Document area of the SEC website.

Smart Metering Equipment Technical Specification (SMETS) Version 1.2

Version 1 of SMETS was designated by the Secretary of State on 18th December 2012, then amended to Version 1.1 on 14th March 2014. It was then amended to version 1.2 and designated as part of the SEC (SEC5.4) on 9th February 2017. You can find it on the SEC and Guidance Documents page of the SEC Website or here

Testing Issue Resolution Process

This document explains the circumstances in which the Secretary of State will consider matters relating to Testing Issues raised under the Testing Issue Resolution Process defined in the Smart Energy Code (SEC) referred from the DCC during the transitional period to commencement of live operations.
