SEC Newsletter 6 September 2021

Hello and welcome to the latest edition of the SEC Newsletter.

In this edition you will learn about upcoming webinars held by SECAS and the DCC, and how to submit your nominations for the SEC Operations Group. Read on to also learn about the new Draft Proposals and Modification Consultations which you are invited to provide feedback on. We hope you enjoy this edition.

 

Voting for the SEC Panel ‘Other SEC Party’ seat is now open!

Would you like to help shape the SEC Panel’s membership ahead of its next term? Other SEC Parties are now invited to vote for a new Other SEC Party candidate.

 

SECAS received two nominations for the Other SEC Party seat: Alastair Cobb of Landis+Gyr, and Nigel Orchard of Pilot Systems. Both candidates have extensive Smart Metering experience. You can view the candidate biographies on our website here, along with the voting form. SECAS also shared this information with Other SEC Parties via email on Friday 27 August 2021.

 

One of the current Other SEC Party representatives on the SEC Panel, Terry Jefferson of Energy and Utilities Alliance (EUA), is retiring after this current term. SECAS would like to thank Terry for his contribution to Other SEC Party representation, especially at the Other SEC Party forum.

 

Voting is open for Other SEC Parties only until 13 September 2021 at 5pm. Please fill out and return the voting form to the SECAS Helpdesk.

 

Operations Group Nominations now open – Help shape the future of Smart Energy!

Would you like to have a direct say on industry matters and steer the future of Smart Energy? You can play an integral role in doing just that, with nominations taking place for seats on the SEC Operations Group (OPSG), as several Members’ terms will conclude in October 2021.

 

There are nine Large Supplier seats, one Small Supplier seat, one Gas Network Seat, two Electricity Network Seats and one Other SEC Parties seat open for nomination. Each Large Supplier voting group is entitled to one seat in OPSG. The deadline for nominations is 10 September 2021 at 5pm.

 

Please read the Operations Group Terms of Reference v1.3 to learn about the duties, powers, and functions of the group. To nominate yourself or an individual, please complete the online form here. The OPSG meets twice a month and deals with operational matters of the services provided under the SEC, including DCC Services. It plays an important role to enable close cooperation between the DCC and DCC Users. The group focuses on cross-industry matters that affect, or have the potential to affect, multiple SEC Parties.

 

Topic-focused webinars to build your SEC knowledge

SEC Parties are invited to join our short topic-focused webinars to keep you informed about key SEC updates. If you can’t join a live webinar, you can still access the webinar video and presentation slides on our webinars page.

  • Alternative Home Area Network – What Suppliers Need to Know: 28 September 2021 at 11am. The Alternative Home Area Network Company (Alt HAN Co) Managing Director, Paul Cooper, will explain the delivery approach, summarise progress made during 2021, the journey to being an Alt HAN user and why Suppliers should get on board with Alt HAN. You’ll also have an opportunity to put your questions to the Alt HAN Team. To register, please click here.

 

The DCC also has two upcoming webinars around its engagement regarding the Network Evolution Communications Hub Transition Approach:

 

9 September 2021: All DCC Customers are invited to take part in this workshop to provide your input and have your say on the scope and timelines for the Communications Hub Transition Approach for the Communications Hub and Networks programme being developed by the DCC. The workshop will look at:

 

1. Background and scope

2. Transition milestones and Programme milestone dependencies

3. High level forecasting and ordering transition options

4. Next steps

 

20 September 2021: Following the consultation on the delivery plan for the Network Evolution Data Service Provider (DSP) Programme, which is due to be published on 10 September 2021, the DCC invites you to join this supporting webinar. The webinar is intended to ensure that you understand the plan and provide an opportunity to ask any questions about the Consultation ahead of your response.

  • Party Engagement Consultant – Are you a highly organised self-starter who can hold themselves and others to high standards of quality and proactively identify and drive service enhancements?   • Smart Energy Business Analyst – Do you understand the GB Smart Metering arrangements, and the governance and technical arrangements underpinning these, and have worked in the energy or Smart Metering sector for at least two years? Are you highly organised, able to proactively research the background to an issue, identify the root problems and appropriate solutions? Invitation to join the next DCC Quarterly Finance Forum

All DCC customers are welcome to join the DCC’s online Quarterly Finance Forum which takes place over two days on 21 September 1-3pm and 22 September 10:30am-12:30pm. Attendees are encouraged to join both days. You will hear about the DCC’s key spending decisions, and a thorough update of programmes in advance of the DCC’s charging statement, which is due to be issued on 7 October 2021.

 

The DCC has evolved these sessions to incorporate new projects and emerging areas of spend. You will be encouraged to ask questions and provide feedback. The DCC Programme Directors and Chief Officers will be available to you throughout the meeting.

New Authority-Led Variation

One new Authority-Led Variation has been raised since the last newsletter. It was presented to the Change Sub-Committee on 31 August 2021, who were asked to refer the proposal directly to the Change Board on 29 September 2021. The Change Board vote will then be referred to the Authority for decision.

 

 

MP180 ‘Market-wide Half-Hourly Settlement Implementation’

 

As part of the implementation of the Market-wide Half-Hourly Settlement (MHHS) programme, all programme participants will be required to comply with the new detailed obligations to be set out in Section C12 of the Balancing and Settlement Code (BSC).

This modification proposes to insert a new clause into the SEC to place an obligation on SECCo (and by extension SECAS) to comply with the new obligations.

 

New Draft Proposals

One new Draft Proposal has been raised since the last newsletter. You are invited to provide feedback to the Change Team to help us understand whether the issue affects your Party.

 

 

DP179 ‘DCC Boxed’

 

 

 

 

A new ‘DCC Boxed’ service aims to introduce more accessible and robust testing of new products and Devices in a realistic simulation of a live environment. This will improve the identification of design issues prior to implementation, resulting in improved performance and lower costs to resolve issues across all industry Parties.

 

Modification Report Consultations

Three Modification Report Consultations are currently open. SEC Parties are invited to share your comments before the Modification Proposals are taken to the next Change Board meeting, when final decisions will be made. MP164 November 2021 SEC Release supporting changes

The DCC detailed system design associated with the SECMP0007 changes occurred after the approval of the modification and associated legal text. As part of this detailed system design process, some additions and amendments have been identified as being required to align to the legal text with the required SECMP0007 solution design. These consequential changes to the SEC Technical Specifications are needed to ensure that the SEC accurately reflects the agreed SECMP0007 solution.

 

 

MP149 ‘Effecting Changes to the Smart Energy Code efficiently’

Currently, the Parties that can raise a Draft Proposal to instigate changes to the SEC are limited. These constraints negatively impact the efficient progression of changes by limiting the Parties who can raise changes to those who have sufficient resources, and placing the burden on volunteers to sponsor modifications that they may have limited resources towards or lacking the requisite expertise.

MP149 proposes to extend the provisions to raise Draft Proposals to SECAS, the TABASC, and the Alt HAN Forum. It will also remove the existing limitations to the SEC Panel. Additionally, MP149 will also extend this ability to certain other SEC Sub-Committees subject to the SEC Panel delegating them that responsibility within their terms of reference.

 

 

MP121 ‘Commissioning non-commissioned Devices after CoS’

Some Devices are installed at a consumer’s property but are not able to be commissioned for various reasons. If the consumer switches Supplier before the Device is commissioned, then the new Supplier is not able to commission the meter without the install code.

The Proposed Solution includes an obligation on a losing Supplier to respond to a request for install code within 10 working days. The process would rely on email correspondence for the gaining Supplier to make the request and the losing Supplier to fulfil the obligation. SECAS currently manages an Operational Contact list for Suppliers and named contacts and escalation contacts will be added to this.
