What is the issue?

This modification has arisen from the SEC Section D Review. It seeks to remove the currently inflexible details on how SEC Modification Working Groups are formed and operate from the SEC and replace it with a Panel-owned ‘Working Group Terms of Reference’ document.

What is the solution?

The proposed solution is to create a Panel owned Working Group Terms of Reference document which includes a flexibility clause so that these terms could be varied under individual or specific circumstances.
