What is the issue?

This modification seeks to remove text in SEC Section M that may place several SEC parties into default after the transitional variation period expires on 31st October 2018. With many Other SEC Parties not holding licences, the appropriate area of the SEC Section M has to be updated to prevent them being penalised.
