The Smart Energy Code (SEC) can be modified in accordance with Section D of the Code, which outlines the Modification Process.

SEC Guidance

To raise a Modification a Modification Proposal
 needs to be completed and submitted to the SECAS Helpdesk. During the Transitional phase, the Authority will decide whether a Modification Proposal raised is deemed as Urgent.

SEC Parties wishing to raise a modification need to complete and submit a Modification Proposal form to the SECAS Helpdesk. SECAS encourages Parties to submit completed Modification Proposals forms at least five Working Days prior to SEC Panel paper days (which are 5 WDs prior to each Panel meeting). This is to allow sufficient time for SECAS to support proposers by:

  • undertaking a Critical Friend review and;
  • providing feedback on the proposal.

SECAS will also prepare and Initial Modification Reports (IMRs), and any other necessary supporting documents, that will be issued to the SEC Panel to enable initial consideration on how the Modification Proposal should proceed through the Modification Process.

The Panel has established a Sub-Committee known as the Change Board to consider each Modification Report and Modification Report Consultation responses received at the end of the Modification Process, and to decide whether to recommend approval or rejection of a Modification Proposal to the Authority, or approve or reject a Modification Proposal if progressed under Self-Governance.
