SMCL Special Administration Regime Consultation Conclusions

BEIS have concluded on amendments to a number of licence conditions to support the operation of special administration arrangements for a Smart Meter Communication Licensee (currently Smart DCC). The enabling powers were introduced as part of the 2018 Smart Meters Act and modify standard conditions of electricity transmission licences and special conditions of National Grid’s gas transporter licence to allow for recovery of administration costs. It also amends standard conditions of electricity supply and gas shipper licences to require the charges to be paid by these persons where required as well as the DCC’s Smart Metering Communication Licence to make it clear that the security provided by the DCC’s holding company would be available for use by a special administrator. These changes come into effect on 5 November 2019.
