SECMP0023 and SECMP0047 Modification Report Consultations – responses invited by Friday 11th May

We have issued SECMP0023 ‘Correct Units of Measure for Uncontrolled Gas Flow Rate’ and SECMP0047 ‘Default Provisions for Other SEC Parties’ for Modification Report Consultation (MRC), which you are invited to respond to by 5pm on Friday 11th May 2018:

 

Who will be impacted?

SECMP0023 will impact:

  • Supplier Parties;
  • Other SEC Parties;
  • Data and Communications Company (DCC); and
  • DCC Central Systems.

SECMP0047 will impact Other SEC Parties. There are no impacts on any other Supplier or Network Parties, DCC Central Systems and/or Party interfacing systems.

 

What are the proposed solutions?

SECMP0023 proposes that Uncontrolled Gas Flow Rate (UGFR) should continue to be measured in cubic metres per hour, but that it should be measurable to four decimal places. This will allow the UGFR to achieve its purpose.

SECMP0047 proposes to remove Section M8.1(a), ensuring that Parties not holding a licence will not be in default should there be no need for them to become a DCC User or otherwise take Services or Elective Communications Services from the DCC.

 

How are these Modification Proposals being progressed?

The SEC Panel considered these Modification Proposals on 13th April 2018 and agreed that:

  • Both SECMP0023 and SECMP0047 should be progressed as Path 3: Self-Governance modifications; and
  • Both modifications should be issued for MRC.

 

How can I respond?

We invite you to respond to these MRCs by completing the attached response form for each consultation, indicating whether you believe these modifications should be approved or rejected.

If you do not wish to register an opinion on the outcome of a modification, then please indicate ‘no interest’. If you are abstaining for reasons other than no impact on your organisation, then please indicate ‘abstain’ in the consultation response form.

When providing your views, please provide supporting rationale, making reference to the relevant SEC Objectives.

Please note that this is your final opportunity to comment on these modifications prior to the Change Board Vote, which will take place on 23rd May 2018.
