CSP North – Reporting and Performance

At the July SEC Panel meeting, the Operations Group (OPSG) informed the Panel of failures in reporting and performance by the DCC and its CSPN Service Provider in relation to the SEC Performance Measurement Report (PMR).

The measures involved are:

  • Performance Measure 2 in the SEC PMR (PM2, Percentage of Category 1 Firmware Payloads completed within the relevant Target Response Time (TRT)) (See Service Provider Measures SEC H13.2-3. See Section 2.3 in Performance Measurement Methodology).
  • Code Performance Measure 1 in the SEC PMR (CPM1, Percentage of On-Demand Service Responses delivered within the applicable Target Response Time). (See Code Performance Measures SEC Section H13.1)

Reporting

It emerged that PM2 had been reported incorrectly for an extended period of time. PM2 is a constituent of Code Performance Measure (CPM) 1. Consequently, the failures related to PM2 also impact CPM1. The latter is included in the Operational Performance Regime (OPR).

Performance

The SEC Service Level Agreement (SLA) Minimum and Target Service Levels for PM2 and CPM1 had not been achieved routinely by the DCC over an extended period of time.

Following the July Panel meeting, the SEC Panel Chair engaged with the DCC to formally request a full plan on how the SEC SLA will be achieved.
